Probably because it's not incompetence, it's the direction of the company. While from our perspective the actual streamers being happy and able to the things they want to do is the most important thing, from theirs it's one of the least critical things. For instance, it's probably not even that they believe Bethesda would have an issue with the skyrim tweets, but that it isn't even worth the small risk just for Gura to do something she wants to. The talents are are literally employees to Cover and regardless of how successful they are they aren't worth much to the company outside of the framework in which it operates.
