It depends on a lot of things. An original song or any original instrumentation is going to be a couple hundred bucks easy. If you're just using an off-vocal track from the song you're covering, the publishers almost all have deals with YouTube that automatically monetizes it for them (not the uploader). That way the publisher still gets ad revenue and the uploader doesn't get a copyright claim, so it's a win-win (although that means the uploader doesn't get any money from the video at all). That being said, you still need to 1) find a decent quality download for the instrumental, 2) pay for mixing if you don't know how to do that to a professional level, 3) pay for MV artwork if you don't know how to make that at a professional level, and 4) pay for an MV animator if you don't know how to do that at a professional level. Depending on your needs, you could get it done for as cheap as free (if you have all those skills, minus whatever you value your time at) or as expensive as around $1k
