It's better for saving videos and clips. And centralizes the streams with the other content so there's not constant back and forth between twitch depending on the day.

Covers and songs can't be uploaded to twitch so if you plan on lots of those its better to do YouTube. Also groups like PRISM make tons of clips of themselves to upload which is better to put on YouTube.
You could have both accounts but
1. Partnerships are exclusive
2. It splits audience and makes them check both sites which isn't good from a viewer perspective
3. It doubles the cost of a lot of things which hurts both the viewer and streamer

Twitch is better if you're only doing streaming. But YouTube is better if you have varied content.
