Seems like auto dither is fine for large resolutions but it's better to manually dither at smaller resolutions.

On GIMP you do the following:

You can change the dithering method, try each one and pick who gets the best results.
Usualy none of them are good for small images, but it's quick at least.

Some things you can do to make it look better:
Ajust the hue, lightning, and saturation to better match the palette
Change the minimum black level to #222222, since it's the darkest color on pixel canvas.
If you want to know what color wil result when dithering two diferent colors you have to add the square of their RGB values together, divide by 2, and then take the square root.
