You would have to look at the contract they signed to know who owned it. If they signed a contract specifically including the rights to any choreography, Niji would definitely own it, and if it included a significantly broad definition of what rights were being transferred but short of specifying choreography they still might own it. However it would be completely stupid from a PR and financial perspective to go after Doki or her artist even if this was the case, so they'll never do it either way.

Nijisanji has a weird PR strategy where they seem to believe that going scorched earth on terminated talents is the best way to get people on their side, (maybe this works better in Japan, no clue, but not in the West). But that doesn't mean they want to get into costly lawsuits over inconsequential IP violations, notice how they didn't initiate lawsuits over e.g. Khyo or False's videos that included clips/stills/etc. of Niji IP.
I wouldn't say it's impossible that they might send a C&D over this, because they are petty, but C&Ds are meaningless, I can send you a C&D for disagreeing with me online. The chances of a lawsuit are essentially zero, though maybe they could scare Doki out of using it.

As someone who actually looked into this earlier, Doki's in the good. While the music is royalty free, it is not copyright free. Thus, the dance (which could theoretically have been copyrighted) can't be, because it's an unlawful (because unapproved) derivative work of the song. Unlawful derivative works don't get copyright protection. Thus, Nijisanji doesn't own the dance, so Doki can steal it.

Also, even as late as Luca (per Raziel's document), NijiEN expected the livers to do all of that work. There's no chance that Selen wrote up a contract with whoever made the animation, as opposed to simply commissioning the work normally. It's not a work made for hire (choreography isn't one of the nine special commission types), so the contract would have to include a transfer statement accruing to Nijisanji. Given this, ANYCOLOR probably doesn't even own the rights, not to mention the fact that they don't really exist in the first place.
