Just a guess, but the bigger agencies probably spend quite some time trying to figure out what models return the most value. This often seems to come back as simpler designs. That could be a for a number of different reasons.
Cost of the literal model, cost of associated merch of that model, cost of 3d of that model, how appealing certain designs are to target audience (30 year old men) immediately come to mind.
Vshojo generally create their own models, so I would guess that the value calculations are not done the same way. It is probably just what the specific vtuber finds appealing. Which is why they tend toward very 'busy' designs (small details, accessories, complex artistically), which I would guess appeals to artistic or creative sorts of women.
