They haven't done a single talent debut in a long time, so I don't pretend to know their reasoning behind it or their strategies. But given what they have done in the past, for example with AZKI, she's under INNK and not part of a specific generation. The video has to deal with IRyS's lore, she's part of Project Hope, and the video hints at the other members alongside IRyS, the other concepts.
We also know that they are funding IRyS differently than the other VTubers for example in HoloMyth, including making this exact video detailing the lore of IRyS and the creation of the other concepts. They would not be doing this for a standard wave of Hololive EN talents.
As to why they'd debut IRyS first and wait for the others, who knows. Maybe they had only intended for one in the beginning, but decided since many applied to the VSinger role they could make something out of it, but wanted IRyS to be a litmus test to figure out challenges before the others released because having a Singer-centric group is new ground for HoloEN.

Kson will be in on the joke, but Artia will NOT, and will not be told of the circumstances of her gen until debut. It will be a mixed bag. Hopefully, now that there are far more applicants Cover's scouters have more to work with (and don't get any more poultry). IRyS was pretty good so I'm cautiously optimistic.
