It's because of her rotating chroma, it's an extremely old showman trick to lower lights and spin colors because it makes hard angles extremely hard to see.

Haven't watched through the full thing yet (just the girls' side and the boys' variety segments, so far), but what I've seen was generally pretty alright.
The main issue I noticed was the lighting, which seems to be applied as flat ambient shading across the whole model without any regard for directional light. It looks passable during parts where the stage is lit in monochrome, but becomes really jarring whenever they use more complicated stage lighting patterns.
The quality of the choreography varies from song to song; at some points it feels kind of stiff, but for the most part it's not bad.
Some of the 3D models seem a bit jank (Millie's neck looks uncannily long, for example—or maybe her shoulders are too low? Either way something feels off there), and there are run-of-the-mill clipping issues from time to time. If I had to pick out something positive, I think the way Reimu's big sleeves flowed with her arm movements looked pretty nice.

It's scuffed as hell (and way lower quality than I'd expect from a big company like this), but I wouldn't call it outright terrible.

The thing about the jank is that that was a concert that sat for a year after recording was finished. And clearly nothing was done to fix ANYTHING: the seriously blatant 3D fuck ups, the lighting, no rerecording cut content, no brushups to the models at all. That last point is definitely pointed at Luxiem, btw, because they got some of the shittiest models I've seen in a long time. They genuinely look bad and it's amazing that they let their golden boys look so garbage.

People are also spreading around the shittier screenshots to counter the definitely touched up ones that Niji keeps using on Twitter and saying they're from the live. (Also for reference, that screenshot of Axel was from his live 3D showcase, so there's no editing done to make it look better. That's just what his model looks like and really shows the difference in quality.)
