Hololive has a few members who have no Live2D model and use a 3D model for regular streams instead, and they're trying to keep the quality of both roughly on par to avoid (the appearance of) favoritism.
They could invest money and hours into getting everything something high-end roughly at the same time, but there's not really a reason to. Fancy new tech loses its luster as people get used to it and have their standards raised; there's been many times where people were in awe of some next-level model/tracking but it didn't really increase the vtuber's popularity long term.
