It's situational. If you're fighting something that you're bouncing off of constantly, it's good, since you WILL need to use sword attacks to charge your phial anyway, so constantly bouncing gets annoying.
For damage, it's not really that big of a deal. It adds knockdown damage to your sword, so sometimes you can knock a monster on its ass by hitting it in the face with a charged sword.

It was busted in 3U, good in 4U, good in generations, busted in base World, and great in Iceborne.

Man, I still remember playing the original Monster Hunter on the PS2. That shit was the best summer of my life I think, getting a giant ass 100ft long ethernet cord to run upstairs to my room so the PS2 could connect to the internet and just straight grinding away for hours on end.

I had no idea it turned into a big thing, I thought it was just some random wacky japanese game that used the current fad (online play!) to good effect. Years and years later I saw a commercial for Tri and damn near shit myself out of nostalgia. And then I got back into it with P3rd and MH3U and fell deep in love with the series.
