Easy to make new content for hundreds of streams (there are plenty other kind of "infinite" games but this is more popular and feels less repetitive somehow for many), just need to grind a bit and the fans will just provide you the blueprints and the general backseat stuff.
Also there's a good part of the audience (at least in Hololive) which are super minecraft fans and will almost exclusively watch these streams. If you take a look, there's always a good buff for whoever starts doing a minecraft streams almost always.

It's a very simple and easy way to provide visual stimulation while talking to the viewers while still being able to talk about whatever you want as the game doesn't require any real thought or attention to play. And if you run out of things to say, you can fall back on narrating your construction plans until you can think of a new thing to say. Minecraft is also very effective at attracting younger audiences who are more likely to buy merchandise. Minecraft streams are a win/win/win situation for the streamer.

I feel wierd about minecraft streams. I should like them - I enjoy chuubas, and minecraft is among my favorite games, but they always put me off. I think it's because I see them playing a game I love and having more fun than I find myself able to when playing it nowadays. I've played the game too long I think, after a decade my pervasive autism has rendered it difficult to enjoy like I used to. Meanwhile they can just dick around and relax with people without worrying about it. It's cool seeing them enjoy it, I wish I could get out of my head and play like that too

I'm not going to say gmod is dead (hate that term), but it is a game that is increasingly clunky from a technical standpoint, generally dated and dispiriting aesthetically (with some impressive exceptions in maps/modes), and really only caters to a few niche modes and communities with a relatively strong decline in OC.
If you didn't grow up playing the game, you are unlikely to give it much mind and find it unappealing and unintuitive.

And that is to say nothing of the dearth of a Japanese community. Never was popular over there.

gmod was never popular in Japan, even relative something like TF2. And since gmod is heavily community oriented, the chances of them picking it up would have been little beyond a few streams out of curiosity.
Coincidentally minecraft servers were also relatively lowkey in Japan and such during its initial heyday, at least going by Niconico streams and videos. It wasn't until around 2015, during its dork age in the West, that it began to get traction as a social game.
