It's too much going on. One of the reasons the old Harley Quinn design was good was because it had symmetry and wasn't full of random shit.

I'm not saying Polka needs to look like Harley Quinn, I am saying the current design is so bad if she was a Harley Quinn clone it would be a vast improvement than what she has now. Something more like a cross with Nene's or Mel's outfit.

I'd disagree in general, the outfit itself is fine. It's nice combination of a circus performer's outfit and an idol one (She fit in fine during her polka-p live with the other members, despite not having her idol outfit yet.)
Thie big issue, as >>72453589 mentioned, is the shoes and hat where not part of the original design. She's a ringmaster, not a jester, so she originally had simple black shoes and a small top hat. Cover requested the change for some reason, and now she looks rather goofy anytime you can see her feet.

Imagine Fubuki, another fox, wearing the same design but with her white black color palette, and you will notice how shit it is. Polka is also supposed to be a fox which is practically obscured with all the junk but she just looks like an eye sore thanks to the outfit. It's not her being a clown or ring master bring the issue, it is how the design sets up the colors and all the crap piled on that is the problem.

Comparing one character to another isn't exactly a 1:1, but it's still not that bad. Sure, it's colorful, but it's supposed to be. The leggings are similar to the one's on their idol outfit (One high, one low) and the arm's follow a similar treatment. You don't have to like it, but the design itself, sans the hat and shoes, fits fine for what the goal was.

No it does not. I think the problem is you innately can't recognize how poor the outfit design is. You would only be able to see it if Hololive did a better redesign and you had the ability to compare visually compare from a source you view as an 'approved authority'. This is why you can see how bad the shoe and hat change is and nothing else.

If someone asked me for an example of what would be a "loud" or "ugly" outfit, I would immediately choose Polka. Even Pennywise the Clown or The Penguin (for ringmaster) have a better outfit for their clown/ringmaster goal. I can't help you visualize better outfits though.
