Fangame programmer here, most of the community either doesn't care about Niji, or thinks the brand is too radioactive to make a project on.

You'll have a better chance at picking it up yourself

You know in China one of the greatest forms of flattery for an artist is to have someone copy your work. I'm sure they don't just want the source code to pump out 100 nijislop clones at breakneck speed for $15 a drop and 5 dollar per dlc characters past the base roster of 4 characters.
