The problem with that is that most of the poachable Nijis already overlap with other Holos, and we know Cover wants their vtubers to be distinguishable, which is why Hololive slowed down with debuts and is trying new things with DEV_IS.
I could see poaching Nui to fill in the hole left by Mel, or someone who can be a sadist like Emma, but everyone else is either too similar, is clearly getting preferential treatment in Niji to the point of Holo transfer being a downgrade(like Kuzuha or Kanae), or flopped hard.
