Only EOPs say that. I've been learning moon for over a decade and I was already at the point where I could effortlessly follow any holo's stream with virtually 100% comprehension. Never at any point in my learning did moe speech become any less moe just because I could understand it. Maybe for a native nip it's a different story, but being EOP or not has nothing to do with it.
