That's something I can see as being true, sure.
But that's the thing: It's a suggestion, and it was taken, considered, and went with.
As we saw with the remuneration question, they can easily just say "no, we're not gonna do that," and be done with it. And as far as I know, they've never asked about cutting the budgets for homos (as funny as that would be). So what I initially said, that they didn't cut it because of the IPO, seems to still stand.
