From America Japan is hard to live in long term so we'll attach to companies to make it much smoother if the desire is there.
That said the United States have always been at war because big gov gets more say in what's going on here when we are.
Also we're huge. We're bigger than most countries that would want to occupy. No one has the manpower for a ground invasion.
