No dumbass, they own the IP, so the fanartist can't legally sell it as their own product or monetize (No patreon exclusivity etc), they would need perms from cover.

But Cover also can't use the fanart as if it was their own property. They'd need to get perms from the artist, it's just that as the ONLY company that can legally purchase the art, they choose the price. You can either accept the price, or not get paid. And if they say they aren't willing to pay at all, you can either allow them usage, or refuse it. But you still can't go sell it to someone else.
