You can't really take any metric in isolation, Kizuna has roughly the same subs as Gura but engagement levels are in no way comparable.
Ultimately they're out to make money and that can come from advertising, donations and sponsorships, and while engagement metrics like subs and live viewers or video views, they don't really give a complete picture there. Prism for example has dedicated gachis that throw much more money around than you'll see from some of the other agencies, and even just advertising to people with that sort of spending power probably pays much more than than it for other demographics.
