You know, now that I think about it I really wonder how much Mysta himself knew behind the scenes. So, assuming the clique rrat is real, Kotoka is a part of it and Elira is/was actually in the management, let's go back to the start of the year and Yozora Mel's termination due to violation of NDA.

Let's think about how it could've gone:
Jp branch reaches out to En, saying they have an off-collaboration offer with HoloJP. Being the only one actually living in Japan full time, Kotoka gets passed the news, with a note from Elira, that asks her to get some info on holo projects or stuff like that. Kotoka agrees, collab goes as planned. After stream ends, Kotoka stays a bit to get what she came for, Mel, supposedly not knowing some info was under NDA, tells her about some planned events/projects that holo had. The following days anonymous supposedly reaches out to holo management and rats Mel out. The rest we know - Mel gets terminated the next week, Kotoka fully ignores it, aside from a single tweet she does to get NDF to protect her. Holo shocked, the focus is shifted from Selen missing to Mel's termination.

Now, you might ask "what would they gain from it?" and I anwser - they hoped this would cause enough ruccuss to get eyes off Selen missing, as they already knew about the first attempt. Elira was probably shitting her pants, the same way she did when Zaion tried to jump over straight to high managment, bypassing the clique. Back then they used bullying and lying tactics, while also supposedly using Kotoka to throw Zaion under the bus. Now tho, Elira was scared someone will find out about Selen making an attempt and staying radio silent after, thus she tried to make a diversion. Kotoka was again used as an execution tool.

I don't believe in the giant all encompassing rrat to its full extent, but something I think has been made painfully obvious is that there is a serious disconnect between NijiJP and NijiEN's management staffs. I can't quite believe that they just let Elira run off and do whatever the fuck due to the management statement tweet shortly after backing them in specific terms.
So it feels like management on EN's side is totally incompetent, and also wildly coloring their stories to the JP side to paint a completely one sided picture of any events.
Does that mean Elira and a clique essentially are management? Maybe, not 100%, it feels more like Elira was looked at as a sort of teacher's pet: no obvious drama, gets along very well with almost every other talent, fluently bilingual, wants to move to Japan and really be a part of the company. That's the sort of employee that would naturally get some favoritism by just being abundantly easy to work with. And also someone you'd trust to tell the story about what's happening.
I'd like to assume at this point that the buck has stopped, and JP has realized EN is lying to them, and is now looking more closely into how that branch is run. I don't have any real hope EN's management could be redeemed into something competent, I don't think there's any generous reads that would paint them as anything less than malicious and idiotic. And the talents themselves clearly need more oversight in the form of clear rules, applications, and actual working relationships with management staff.
