I mean even small idol niche groups like 22/7 and Wake Up Girls! got an anime why can't Hololive that has a wider audience worldwide at that too. Cover is at a point where they can either go big or go home (stay a big fish in a small pond). They have the money to spend now to make these projects happen. Personally I'm fine with just an OVA series focus on certain members in each ep.

If the manga becomes successful, animation studios and production companies will be the one that will offer to animate the stories, they just have to offer to pay for the rights and of course pay the vtubers as well for their vlice work. If anime becomes successful and gathers enough traction, game developers will be the ones that will offer to develop a game, Cover doesn't have to drop a significant amount for that. They will actually get paid by providing permission. They have been doing this with their many collabs already with a number of games. It cost nothing. Anime though requires lore and content. Thus a manga is good for that. Look at it as a business portfolio to entice production companies and investors

They have more than enough. Most gachas don't rely on a large cast of characters they just pump out seasonals and other variants. Some idol gachas only have less than like 10 characters that just have a ton of versions.

If they released a limited edition bridal unit for each Hololive girl's birthday and a bunch of new years and summer and valentines units every year they'd sell insanely well.

It reminds me that despite Miku Hatsune being so huge for many years, there was no lore to build anime around.
I think Hololive has the right idea; leaving the actual live streaming alone, but instead create an alternate universe where they can cherrypick the favourite memes that the Vtubers had created themselves. Deciding what to use and what not to use in the alternate world. All the while segregating this "new canon" away from the live streaming characters who wouldn't be affected by it retroactively.

Basically, what the Vtubers do would generate content that Cover would then add to the Alternate Universe if it suits them. It would certainly be more entertaining than that random animation skit they put out.

Why did you think Shishiro reach Youtube Silver Play Button BEFORE she even uploaded anything at all? It is because her predecessors built up an existing fanbase for her to have access to. Hololive didn't start out successful; what they have now is built up over many years of hard work.
