1. Stream consistently. This means sticking to your schedule not being late. Same time and day every week.
2. Stream regularly. It's kinda impossible to stream too much.
3. Stream high quality content. There's a certain point where elo, speedrun times, art quality etc inevitably translates into views.

There's other things that help too but those are the main ones.

Depends on what you mean by "a schedule." If you mean "a printed menu of things you're streaming that week." No, you don't "need" one but I like to have one to keep myself on track and spread out different things during a week. I stay really busy so its nice for me to be able to just check a plan and say "oh, today is that." I've had some viewers say they appreciate knowing what is coming up on certain days and that respects their time.
If you mean "Do I really need to stream the same days every week at the same time?" Then yeah, that will matter a lot because it makes finding you predictable. Viewers know when they can find you and on what days. They can plan around watching you and anticipate your streams.

Vtube Studio = software that tracks movement with either a phone or webcam and gives movement to a live2d avatar.
Live2D Cubism = software riggers use to dictate live2d movement parameters and other technical stuff (you don't need this unless you are a rigger)

a schedule (for the audience's sake at least) isn't really necessary, most vtubers I watch don't have one and even the ones that do, I'll be frank I never check anyway.
What is direly important though is consistency. If you stream every Tuesday at 7 PM, people will remember that. It's like must-see TV in the age before netflix et al. You can be a bit loose, for example lava and beryl have a dedicated audience while being entirely guerilla, but they're bolstered by always streaming at around the same time when they do.

It will have some staying power but I don't think the devs were equipped to turn out content updates on the roadmap fast enough to keep up with hype. It will come back every major update and on some channels where community servers are maintained.
