Nene didn't have any say in them graduating/leaving. From what I know just from rumors, Nene thought that the agency wasn't ready for another gen, but the management went through it, UNDERSTAFFED AND READY TO HAND OVER THEIR COMPANY TO ANOTHER COMPANY IN A BUYOUT!

Gen 3 saw the lack of management involvement/support, and after the Oceane incident and how long it took to handle it, decided to leave. Which is fair on their part, leave if you don't like it there, but it's kinda retarded to blame Nene for it.
