Airi has frequent periods of inactivity but still streams exponentially more when she has the opportunity. When she's not working overtime she will do in one stream what nano does in a month. Panko can get a little lazy with her actual content and promises but she still streams 3-5 times per week.

Of the three you mentioned, Uruka is definitely the most absent and I don't think she takes vtubing seriously in any capacity, but even she streams more than nano and pulls better noombers.

nano is under 200 at this point but when you are streaming 5 hours every month I'm not sure how much your average viewership matters. She still struggled to stream when she was Yuri, so even if she was able to get some of the company incline, I don't know how much she would have been able to take advantage of it. It's hard to say what would have happened if she didn't fuck up; she would probably be better off than she is now (if she could force herself to stream once a week) but I don't think she could have inclined the same way many of the other girls have. As a semi-regular Panko watcher, I don't discount this possibility because there was no obvious catalyst and nothing else has really changed. I do think much of the overall talent growth is actually organic, though. Panko has almost certainly inclined too, but... maybe not THAT much. Nano has made it explicitly clear she isn't streaming anymore for a job, not fulltime or part time either. She mainly takes commissions now which is where she clearly DOES have work ethic for considering she nails out tons of commissions per week. She has expressed that she's essentially lost passion for VTubing after being corpo, and intends to only stream when she feels like it. She even publicly declares no VTubing no longer being her primary identity.

I think it's safe to conclude that Yuri messed up, but not enough to be fired. It's hard to say, what exactly is the threshold to be crossed between the two? Before it was easy to differentiate between big and small corpos because the former were just Holo/Niji and then Vshojo and then the rest were small by default, with no need to really bother with a definition since the difference was colossal. Now here's a small corpo that has slowly crawled from its usual spehere and now finds itself in no man's land.

Is it just number of talents? If so Phase is getting there

There's been a few times recently where they have put decent money into publicity, but overall Phase still has a complete small corpo mentality regarding talent support. Out of 27 talents how many have a second outfit? Only 2 I believe. How many have 3D models? One proper and 2 chibi ones. Merch? Aside from the big coffee meme, The company provides keychains, standees, dakis and the occasional mug (for the coffee). They recently added a handful of plushies I guess.

In short, several areas are approaching what one would optimistically see as big corpo-like, but the company at its core still retains the stingy poorfag mentality of a CEO starting up with merch in his garage.
