Ads do work, though not everything is an Ad appears as one. There are many forms.
Most likely people affected by an ad don't even realize it is one, so when you do that one obviously won't work on you. Which in turn makes Ads more affective as you convince yourself they don't affect you and make you more blind when they actually do.

I used to think like this, but then I realized that most ads are about increasing visibility rather than actually trying to get an uninterested viewer to buy the product. Most people aren't just suddenly watching an ad and decide to make a purchase off of that. Chances are that viewer was already looking for something similar, but didn't have anything specific in mind. Then that's where the ad pops in.
