If you trace it to the beginning, it goes all the way back to her early "emotionless" days when her self-esteem was so bad and she seemed so lost and directionless I unironically worried that she might kill herself someday. Anyway, the line between cute and sexy often gets blurry, and a little bit of sexiness' started to creep in, very slowly. It was a gradual increase over the course of years as she became more comfortable with it. I mean, it was definitely intentional, but also very tentative at first. Getting positive reactions from heimins probably reinforced that behavior over time, to the point where she clearly started to love it at some point. The most noticeable increase in overt teasing being after she came back from corona and got her nurse outfit (I don't think it's a coincidence she released chotto azatoi at that time). If I had to pick one single point in time to answer your question, that would be it, but that would obscure the whole process it took to get there.

That's the short version at least. There's just so much stuff that I don't know how to write a short recommendation. Being a heimin was too much of a roller-coaster for the better part of these 4 years, so it's hard to say "watch this and you'll get the gist of it." I think the RUST arc with all of its holomem interactions, growth arc, interspersed zatsudan and the emotional ups and downs she went through works as a nice microcosm of Kanata streams. Also I recommend watching her utawakus and lives over time to see how she's grown. If you really want to invest yourself watching old zatsudans could be a good way to get to know her trajectory since she always does a lot of self-reflection on short-term and long-term stuff.

I second the Rust mention as a miniature story arc, a hero's journey. Though you actually need to be a member to see the hero's lowest point. And climaxing at season 3 finale.

But to go broader you can't go wrong with minecraft, especially collabs. Minecraft captures the heart of a streamer. It's sort of an idealized, anime kind of history of her time but I think it's neat to go back to say her early building streams. The fifth gen introduction. The HnK day. The first corp era with all it's drama like Pekora making a fumi-e out of her head. Her getting into the note making business and that stream with Marine is a highlight too. The Coco grad era and the last hurrah of 4th gen unity. The upa and school building era, the lone wolf era, the new world and kanaken era.
And of course there are sports festivals and summer festivals. The first summer she hung out with Rushia the whole time, that's a crazy time capsule.

You can see lots of different shifts over time just watching minecraft.

RUST was definitely one of those journeys. I'd say ARK was the same before that, just stretched out a lot more over time. From barely handling the controls to being actual help in raids, to growing into one of the server oldfags who wants to help people. To some extent MH:Rise was a bit like that too. And Kanata's Undertale is still unsurpassed for me.
