Not really. Graduation in idol culture was typically reserved for people legitimately leaving the industry. Whether because they'd grown too old to keep doing it or they just wanted to move onto something else. For a corpo streamer graduation is almost never the end, but boy does the practice make the company a shitload of money so they're not changing it.

I've never really had an issue with graduations, and I mostly watch VSPO.
I've always thought that the vtuber was a mix of both the "character" and the "nakanohito/roommate/whatever term you use", but that the character took precedent.
Westerners should already understand this since they're really into gtarp and shit and those streamers are way better than the japs at acting out their characters, and the ones that just self insert are super boring in comparison. Idk, the way some people treat the scene is like doing pro wrestling without the kayfabe or the stories. At the end of the day I feel the community about vtubers is about vtubers and not streamers, the same way a lot of people are fans of anime but only have a passing interest in seiyuu shit.
For example, Fuwamoco were VERY different characters in their past life. Their dynamics were similar, but their jokes, mannerisms and audience interactions had enough of a difference that no one would confuse them with Fuwamoco.
That difference means that the content in their PL vs their holo content has a difference, it's not just "them" doing the exact same role.

Twitchfags and westerners obviously like the more streamer focused content, because they chase things they find "genuine". They tend to be a cynical audience, the types that always go "wrestling's fake" to wrestling fans without understanding why they enjoy it. At least that's how I look at it.
I just watch streams as they come, I don't use vtubers as social interaction surrogates

It has been 2-3 year since vshoujo has started working as an agency and in those period they have hired only a handful of people and froot is the only 2 view because that's when there was literally no other good options.

Vtubers like Bae, Ame, Bijou, FWMC, Enna, Luca, VoX will never happen without Nijisanji and Hololive. Vshoujo will never hire them if they didn't debut in these two agency. They won't even consider hiring them.
But now that they are well known vshoujo will definitely want to hire them. That's the difference here.
The only genuine superstar Vshoujo has is Ironmouse because what she has achieved is through her hardwork. Otherwise vshoujo only hires successful vtubers
