Within Hololive, they are probably the strongest in terms of the amount of power and influence, but it takes a particular form. So you can make an argument for others who aren't "stronger", per se, but who might be unaffected by their power, or at affected but not bothered.
Very likely Baelz (unaffected) and Mori (not bothered). Very likely Haachama via whatever self-made canon she comes up with, and that one is going to dispute. Possibly Ina (forma de los tentáculos).
