Brave group debuted 5 europeans not too long ago (3 were SEA inmigrants but whatever)
As for Holo or Niji: paperwork, logistics, laws, regulations, taxes, and language.
Each country has different regulations, so cover would have to adjust to all of them, unless they set up a shell company in one of those tax havens and operate from there.
As for language, some people would want their local chuuba to use their native language instead of English, at least from time to time, but this would have a huge impact in their numbers. I think some ID niggers threw a fit because Ollie barely spoke in bahasa.

Given that they are not going to open up an EU HQ, and whatever they do is going to require the talents to fly to japan regardless of their location it seems weird that they have not pursued this angle yet. In any case, I would expect a ES gen before a EU one.

There is always some reference to a sort of mythologizing of the inner workings of the black box of their hiring process.
