Niji was late to getting to the EN market (bless Coco for pushing Cover on this point), so the numbers they're getting are fine. If anything these are probably the numbers Cover was expecting for HoloEN gen1. The fact that the EN market was flooded with shitty translated clips primed the EN market for Hololive, and any outside force is going to have to work much harder for modest gains. They'll do fine, and they'll build a base on natural growth and less on fad chasing tourists.
