Seems to me, Pekora's typical speaking patterns are very brusque and offensive. She basically talks like a delinquent/yakuza. If you want a historical comparison, perhaps make her speech a bit more barbarianesque? Or thuggish? Just my thoughts.

Without more context it's hard to say what is in character or not. It might be helpful to that end to maybe post excerpts or full examples of the dialogue if you want feedback on if things are in character or fit the fantasy setting you're going for. Medieval can also be so broad and tweaked to the preferences of the creator, it's hard to say without seeing more if it fits what you're going for or not.

It's a bit difficult because /wg/ is less concerned with the actual chuubas than threads like /log/ or /lore/ would be.
This thread is better at judging whether the chuuba in question works as a character inside a specific story; of course the actual chuuba (or rather, our image of them; sometimes past stories are more influential than the chuuba's actual streams) is the baseline, but as long as a story is good enough and does what it does for a good reason it's tolerated or even celebrated. Especially when a story is about a normally prudish or lesbian-seeming chuuba fucking Anon, the notorious multi-dimensional casanova.
So if you could present the story at least somewhat more holistically, you'd cater to the interests and capabilities of the thread a lot more.

3. Give everyone involved at least an iota of importance outside supports.

The final, stream-safe product would have that via Supports, just like modern Fire Emblem.

The story would reflect the all-too-real problems of holomems in a medi-fantasy setting. Mainly: antis in the form of the big bad nation, the channers in another country turned bad, and the tumblrinas/twitterites in another nation. And the rest are there to categorize holomems: anthros like Botan, Foob, Mr. Koro, Ogayu etc in one nation, full-stop human landlubbers in another (main nation), sea anthros and people of the seas in another, dragons and phoenixes, fantasy dnd creatures, hell creatures.

Thanks. I've went ahead and divvied the main story into arcs for my own organizational/writing ease.

The initial arc is Sora and all other scattered Guardians she meets on the run(aka Holomem) all go to Savan to ask Botan, the queen of Savan's help. They're pursued by the big bad nation after claiming the main capital and the whole nation. And some paid actors (not the hollywood type) try to usurp Botan and turn Savan over to Negazion (the big bad) by hook or crook.
