There's Moi Chaton, not French but she speaks French in addition to Korean and Japanese.

There's probably less French vtubers because English proficiency in France is pretty low compared to Germany, so the French internet is more disconnected from the English internet. They haven't caught on to the vtuber hype yet.

Only one I know is Deat who was one of the older vtubers (2018) and switched from english to french with subs relatively early on.
He never really changed from the "upload a pre-recorded video" style Kizuna Ai got popular with and he was more a subversion of vtubers than anything.
More similar to the old eilene videos than what vtubers actually became honestly and I think is inactive now.

If her streaming times are anything to go by then she at least doesn't live in europe right now, but the accent is pretty telling. The pic was made by germanon in wvt, who was notoriously horny for german girls and boys who look like girls, so it was made primarily based on how hard their accents made him. It's a bit outdated by now since he left some time ago to go on a quest for self-improvement.
