I don't Minecraft either, but I think I've got most of it down.
When you put two axolotls of any non-blue color together, any of their offspring have a 1/1200 chance of being blue. I don't know if you can find blue ones in the wild or not, but in any case they're the current SSR of Minecraft. Then once you get a blue one, pairing it with a nonblue gives the offspring a 50% chance of being blue. So basically, with a little time, anyone on holosaba can now have a blue one if they want.
