Jumpscares aren't necessarily a bad thing but 99% of the time they're used in cheap ways. You have to build up to them. I can look at a window in a horror game, think to myself "something is going to leap through that window as I go by" and I'll still jolt when it happens because of the extreme sensory whiplash that jumpscares induce. It's a reflex. You can't control it. It's the same thing as someone abruptly shoving something in your face and you blink or they take a swing at your body and you wince. That's just how the brain is hotwired to work and a vast majority of jumpscares rely on that.

Leaving someone in a suspended state of anticipation can go a long way but you can't string it along too far otherwise all the anticipation vanishes. Most people can identify when a jumpscare is coming. The key to utilizing a jumpscare well is making someone think they know but it just doesn't happen. Have this happen several times in a row and suddenly you have people doubting themselves. Uncertainty is a big part of fear.
