I thought Cover as a whole was rather hands off except when it comes to telling them what they can't do, especially when it comes to overseas divisions. It's already confirmed way way way way back during the form1st concert that all gen1 will get a nendo. Matsuri was just the fastest 1 to get approved and released for preorder. This is going to be the same for all gens until gen3. Gen 4 has no confirmation yet. Gen5 will most likely get one too because they are always advertised nowadays and they always get some sort of tiein merch from all over like Family mart, that one charity, that magazine thing and Molly. The only ones that would probably won't get 1 yet are ID and Holostars.

Good smile is the company that drew up the contract that Cover signed. They are the ones in charge of design, manufacture and logistics for all the figurines. There is no point in arguing in why Cover somehow didn't include other branches like ID and Holostars because we know they would if they were even part of the discussion. That's why Holostars got to show up in those limited cards that showed up in convenience stores along with all of HoloJP except for Gen5. Gen5 was new back then. No company hates money and we know adding more people in the mix only means more money since this deal literally does not involve Cover spending any dime except for retweeting the promotion. This is simply Good Smile prioritizing release of teasers to talents that got approvals first like Matsuri. There are are already raw drafts showing almost all HoloJP girls except gen 4 and 5. It's already confirmed that all Gen 1 will get nendos no matter their number. Your whole spiel about canceling low performers in the vtuber industry is not true as Anycolor has done this twice as well as other small indie companies. The whole argument here should not be why Gura got a nendo deal but why GSC didn't even bother with HoloID and Holostars. The answer is they are not financially profitable. People will buy all GenUnits for unity sake. Or even buy all HoloJP for unity sake. The cost of adding the low subs in the HoloJP is manageable. This is not Cover because again.
