As a Novelite, here's your answer, none of them are particularly bad.
Most of us sit in our general, if you come trying to stir shit we'll just ignore you and let jannies do their work, if you come apologizing for shitting on Shiori, you just get told to wear a dress and fill out a form.
Otherwise it's just a bunch of fags arguing over cute vs sex, novelights, and occasionally a bunch of writers doing fanfiction.
Of course there are loud mouths that hate the other fanbases for no reason but who cares about the retarded minority.
Hanging out with jailbirds in their thread is cool when Shiori pops in during OpenVC Terraria though I think most of the jailbirds talk in hlgg rather than ope.
Pebbles have been pretty welcoming, probably ever since the first minecraft stream where Shiori basically helped Biboo on a blind tour.
Ruffians, some are now accepting and welcoming ever since Shiori showed just how patient and motherly she can be towards FWMC. You still have some loud retards screeching about novelites every now and then but you can easily ignore them, it's the same as the loud retarded "novelites" (I don't even believe they're real fans honestly.) that screech about any other chuuba.

Ruffians get a lot of shitposters from their popularity and Kayfabe behavior and as a result they will Bau Bau at you if you're there to cause trouble. The old guard in the group are also even more protective and will bite when provoked.

Pebbles for the most part are a nice bunch and they seem really big on Holo Unity because of Biboo's love of collabs though the thread gets degenerate during the dead hours mostly from shitposters.

The Jailbirds seem to mostly be just there, I don't see them do much to shitpost or cause drama aside from getting defensive when others criticize Rissa.

And Novelites had a hard battle in the beginning of the board when /vt/ went schizo on them but for the most part I find them to reflect Shiori and be rather supportive of the others

I think of the bunch the Novelites have the worst press because the catelog shitters pretend to be them.
