That sounds kinda fun. Ironmouse has a bit of something like that going with her outfits being tied together in that one lore video, it does feel like for holo most outfits are their own thing. The one closest to having a storyline might be Kiara's fantasy armor outfit, and maybe Pekora's prisoner outfit.
Advent has some potential if they develop their prison breakout story beyond the first chapter, but given how long it took to get any kind of payoff on Ame's myth investigation plot, I wouldn't hold my breath.

Hololive mostly just keeps the status quo which is understandable but it would be interesting if it was actually going somewhere.
