I assume people talking about localization are only focusing on cultural aspects, so not minding if 瓜二つ turns into "as alike as two peas in a pod", but more egregious cases like turning two characters joking about poop into jokes about American politics. Direct translation seems like it would fail apart immediately even for simple stuff like 僕はコーヒーが好きだ, you'd still have to localize by changing the subject of the sentence into the speaker or it would be awkward in English

If you translate "hajimemashite" as "our first meeting", you are not fluent in Japanese and it's a shitty translation. Part of fluency is being able to convert instantly between words and abstract ideas.

Fluency means I hear that word, understand what it means, and then express that meaning in English words. That isn't "localizing" anything. That's just competent translation. Those guys at the UN who live-translate so that someone can understand exactly what the speaker MEANS aren't called "localizers". They're just very good translators.
