Has she ever said what her streaming software stack is? If it were me I would first reinstall all the software and reset to defaults. It's possible all the mucking with various obscure settings has made the problem worse. Then I would reevaluate all the software she uses to stream and see if any cruft could be removed. I don't fully understand her needs but I don't see what she would need aside from OBS, vtube studio, and maybe a program for her audio interface. I understand changing this setup would be a lot of hassle though so I don't really want to suggest this

Make sure all the drivers are up to date by going to the manufactorers website and dl them. This includes the pc make/model and the audio interface.
The only thing I can think of since I don't have streaming app experience is having the latency settings too low on your AD/DA converter (audio interface). It uses CPU resources to do this, and if there are usage spikes from running other applications it will periodically interfere and cause popping. Input latency would be a start if you direct monitor and hear them. If you don't direct monitor and hear them post processing but not in direct monitoring mode it's the output latencies.
Outside of the basic shit the last case scenario is trying a different pc (mobo, chipset, CPU). However, I'd try experimenting with the streaming app settings first. Also keep a record of timestamps when the popping occurs to see if you can nail down a pattern of usage related to when the issue occurs. That's all I got. I heard she bought a different mic and audio interface, so that IMO narrows it down to either a latency or app setting, and the mobo/chipset/cpu.
