If I had to explain, her "core" personality is the same as Finana, but went on different paths as they developed. Finana is an immature retard, starved for attention and devoted to series she likes, basically went the clueless child route.
Bijou instead worked on her leadership, gaming and to some degree conversational skills (rambling about inane shit is still better than not talking at all like Finana).
If you pay close attention both share the traits described above and some more, but chose to prioritize them differently.
