To me it feels like they had set their own rules for themselves. Magni's obsession of being seiso when you have someone like Axel or Flayon who get away with it and the need to hide when meeting up with people irl when it isn't about a con. Flaycubs despite them being small are in fact the strongest and they are very aware of this fact as such they adore tormenting the weaker bettelbears knowing that they can not do anything about it,it is not uncommon for bettelbears to get scolded for things flaycubs trick them into doing.my guess is this is what happened to the poor bettel bear in this photo.
