All of them up a tier even though they aren’t good singers based on your particular factors they aren’t bad at any of them. 6-7s in every attribute

Down a tier and honestly Iofi should go down 2 but the inverse of the last one they have 0 range

Up a tier, this is the most baffling choice to me that you would think Subaru is a little better than bad and the only guess I can make is you using her voice without ever hearing her sing.
>Miko, Pekora, Haachama
All up a tier with Haachama up 2. This one I could understand if you didn’t put them on the same level as Noel, Luna, and Ame (actual order btw) which they are significantly better than. Also the order for mediocre is wrong just didn’t feel the need to rearrange

Based on the factors you chose I can’t deny the 4 at the top deserves their spot but that just shows this is a biased list. Sora is a better singer than Towa but if you’re giving points to vocal timbre her male voice being deep as well as partially gravelly wins out with the only person comparable being Mio who’s still growing as a singer.
IRyS is top tier in all those metrics, except soul, arguably better than the others in that tier but that’s all it is it sounds good it doesn’t pull people in like Gura which is why you put her at the back. People call that music for musicians versus music for people. Music for people wins out every time
Risu is praised as the best singer in Holo because of her skills but she’s worse than Moona. Moona is a one note singer but that one note is better than anything Risu can pull off even if she can do way more.
Lastly Suisei there’s nothing I can say that hasn’t been said before and that includes overrated. She has the best song in Hololive that despite people trying can only be captured by her voice. Suisei’s greatest strength isn’t her skill it’s that she makes good music that perfectly fits her, very few songs in Hololive do that with the only one off the top of my head being Caesura of despair which isn’t a good song and My song by watame. Listen to other songs like Capsule with Mori, or Getcha with Mori (mostly songs with Mori) her stats drop a fair bit because she’s not leading the song but the same can’t be said for AZKi she remains close to the same level regardless of song or composition
If a top 10 were to be made encompassing everything as a singer order would be
>Azki, Suisei, Sora, Gura*, Moona, Risu**, Okayu, Irys, Shion, Towa
*Gura could crack the top 3 and maybe reach number 1 but she’d need to at least reach Shion’s level of skill
**Risu seems like a natural talent her songs are great but unless she can make an amazing song that compliments her voice don’t see her in the top 5
Side note Kanata at her best is top 3 in the company and not 3 but she’s always dying

Song honorable mentions would be Reflect and Marine’s song which are at their best sung by them but are no where close to pushing them as singers. There are covers done by Okayu, Towa, Mio, and Sora that do that which shows the biggest weakness for most holos is they are bad at making songs.

Bae's live singing is not as good as her studio singing, yes, but it's a wild exaggeration to call her awful. When she sings, even live, you can clearly tell from her intonation and diction (which is remarkably clear) that she has practice and talent and, most important, a gravelly quality to her voice that makes it stand out. She's very, very good at staying in her chest voice consistently, and consistently trills her words in a way that sounds very appealing, at least to me. Chloe gets to be where she is because of her range. It's absolutely technically impressive to be able to sing in two completely different tones competently, even if she doesn't particularly excel at either. Mumei's lack of talent at live singing is entirely because she's a spaz who constantly forgets things, but like I said one of the things that this list is taking into account is timbre and Mumei's vibrato and vocal quality is very, very powerful. I would feel extremely bad taking Mumei a step down when her voice has a quality to it no one else can match. Like it or not, uniqueness matters, perhaps even moreso than technique. Kobo is a good live singer. Nerissa isn't, but her studio stuff is, in fact, good enough for me to put her where she is.
I could maybe see the case for Rushia but Lamy's absolutely earned her spot. When she's not putting on the squeaky dog toy voice she's got great control and quality of voice.
Mori moving up is fair. I listened to her Skyfall karaoke again and yeah, she's better than I gave her credit for. Aqua and Korone deserve to be where they are. Aqua's voice has basically nothing unique about it whatsoever, and her technique isn't good enough to justify placing her higher in spite of this. Korone is fine where she is.
Kiara, Iofi, Ollie are all good at their specific niches and aren't trying to sell themselves as something they aren't.
I've heard Subaru sing before. And yes, she's only a little bit better than bad. Her voice has a raspy unattractive quality to it even when she's not putting on the character voice and she notably wavers and cracks at times.
People have memed too much on Noel being bad. Like, yes, she's not great, but I firmly believe she's on roughly the same level of at least Haachama, who repeatedly has voice breaks and functionally no vocal uniqueness about her. Pekora and Miko are too immersed in the character voices for anything else to matter.
Moona is not better than Risu, come on. Yes, Moona is very, very talented, but Risu is incredibly good. Even at the "one note" (belting) Moona excels at, Risu is better than her - can hold a note for longer and with higher vocal quality. Using these 4+1 as the determining factor mixed with growth/consistency is how I made those changes. But if we’re adding uniqueness of vocal talent into play Gura has to go up a tier, Okayu has to go up a tier, FWMC have to go down and Bae still has to go down. If Kanata wasn’t under threat of death she’d go to number one.
Honestly the one point I won’t yield on is Bae being that high that’s objectively wrong. Her pitch is unrefined, and she is bad at utilizing her unique vocal timbre without help. Even if you consider her studio singing an 8 the best her live singing would deserve is a 6, personally I’d say 4, and if you compare to Shion who is a 7 in both the best bae gets is a tie. That said I’ve gone on record to say that if she took serious lessons she’d go from bottom tier to the best singer in Holoen as well as top contender in the company. It’s not that I don’t see her potential I’m just not blinded by it.

She's one of the most successful holos in terms of singing. As for why, her singing has a "always giving it my all" emotional quality to it that goes well with her voice, and that resonates with people easily. Also, her timbre is unique (for hololive). I'm not a fan of her singing either, in fact I'm more on your side. I find her singing kind of unpleasant more often than not, but I can see why she's popular. Even I was moved by her singing a few times.

Singing tier lists are so shit. If you ranked them by music and musical career, no one would hold a candle to AZKi, Suisei, and Mori. Sora, Towa, and Kanata would be closest, though. Honestly why would I care about how well they can sing if they're not making catchy music that goes along with it? You can sing like an opera singer yet it means little if you do nothing with it outside of covers and karaoke streams.
