Not even close. Base Pikamee looked very neutral a lot of the time and wasn't rigged well, especially with lip flaps. Monster Pika seemed more expressive but that's just because her giant perma-smile made it seem like she said everything with a shit-eating grin.
The only expressive things I remember well were due to her diligent use of emotion toggles which she continues to do in her new form.
