Hololive has only had one new gen in the past three years. They have no interest in expanding their line-up. They also just don't bother go into the formality of a graduation so they can dust-off the cobwebs a couple times a year for big events. Plenty of members are effectively graduated already.

A lot of gen 0-3 girls (and some gen 4s+ really) don't stream much so don't need as much attention honestly.

Like really do you think Ayame needs as many resources from Cover staff now as she did in like 2019, the one year she actually streamed consistently? Does a girl who streams once every month or two have a lot to talk about with the actual content, putting on weekly charades planning out her non-existent schedules and content? Her manager likely has at least one (or more) other girls who actually need attention more. Same for Haachama, do you think her manager is busy with her right now? Shion, Aqua etc? Those girls can come in to record for songs or work on merch or something but that can be done behind the scenes at their and Cover's convenience vs the pressure of live performance.

So the actual workload for whoever are not the dudes doing merch, song covers etc must soften up over time naturally because Cover isn't forcing its girls to mandatory hours once they're settled in and established.

having new girls that shoulder the weight of daily streaming is necessary if you don't want your talents to burn out horribly, and close to debut it's necessary to stream a lot to build a solid fanbase which will later support them even when they move away from streaming

JP actually needs one because there's only a handful of jp holos doing morning and night streams these days and there's a lot of dead air. There used to be a lot of streams in those timeslots.

Most of the barely streaming members are nowhere near the high moneymakers of the brand. It's lot of Gen 0-2, people with health issues and someone like Laplus who quit before she even secured the bag. It's simple: Nijisanji needs to die. Hololive debuting new members may hurt their old ones but they'll also sap bits from the general vtuber sphere which includes Nijisanji. And if Nijisanji collapses either due to Riku selling out, more of the old guard leaving, diminishing returns for new waves, corruption/malpractices being exposed, etc. then a ton of those fans will flock to the next biggest company.

Hololive are just taking existing vtubers and making them theirs, giving them more visibility. Those vtubers would always exist either way.
Does it cut into the profit of their existing talents? Yes, but not necessarily. Both Gura and Bijou are still streaming to 5view numbers at the same timeslot, meaning Gura isn't losing any big numbers. She is in fact, boosted a lot by streaming around this debut time.
Are the existing talents going to stay relevant forever therefore maintaining their profits without a new gen? No. Just rewind back this past year on how people are tired of HoloEN being stale and Gura not streaming.
Now HoloAdvent debuts and suddenly Gura starts streaming again; and Kiara and Calliope are going on a collab binge with Advent. Money is rolling in for everyone. Once the Advent-JP collabs start, old decrepit bottom feeder Holomems would see some money their way once in a while. This is better than being left to rot as they were.

Now I will space for emphasis. Hololive has better training for their candidates than Nijisanji. Sana was part of the "latest" gen and quit before her one year anniversary, meaning EN legitimately lost one VTuber/channel and now we're getting FOUR channels instead of the usual five. We have only gained 3 new channels in two fucking years and you faggots are concernfagging. Crikey!
