I think that 4% number is misleading. We know for a fact vt is one of the biggest boards, so it gets a lot of traffic. However, once a person has found and subscribed to a particular Vtuber, they can get notifications for stream using Youtube or Twitter, etc. You don't need to go to the stream from here at all, and that's possibly what Youtube measures only.
