They're there but mostly covered by the straps and they are tiny because she's tiny. If you watch how she gestures it is clear her arms are very thin. The baggy clothes are probably what is setting most people off about proportion problems too. She's just really tiny, which reflects the person behind the mask. Mouse is only 4'10" and with her health conditions is probably pretty twiggy.

For Melody it most certaintly is more simple since she uses some more sophisticated software/hardware setup.

2D setups require nothing but a good camera and lighting.

For Silvervale and Zens' 3D models they have to wear HTC Vive trackers on their hands (or wrists) and one mounted in some way to their head, and they need to have Steam VR running which isn't the most stable program.

Compounding to that, nowadays a lot of people rush to digital art and learn through tutorials but, tutorials mostly teach rendering technique - which is aggravted by the fact that they work too zoomed in to have a comprehensive understanding of their art and composition - but again, if you tell them to work on traditional first and then transition to digital, you're and old fart who just doesn't get it.
Of course, there are exceptions to that - the exceptions are doing contract work to Western and Japanese video game companies, not offering their services on Twitter and Fivr. Also, most of them are not college educated, they were self-taught using books that were originally written in the first half of the 20th century or taught by the people who already did so.

How do you reach the point where you've got nice clean lines and all your shadows are in the right place, and all your highlights are good, and everything is polished to a professional standard... but you somehow have no idea were to place eyes, how thick necks should be, or how the fuck arms connect to the body?

Polka's design is interesting because it's super detailed and colorful, but it's still very cohesive and there's a reason for her being like that - she's an insane entertainer, someone who is supposed to be flashy and bright. This explians why my art teachers in college never actually taught me anything, but just had a model pose, then told us to draw them for 2 hours. I'm lucky enough to have a good eye for proportions, but I feel bad for anyone without any raw talent, it's going to be way harder for them to learn anything.
