Phase would be a step down for Selen, even if Niji is falling apart at the seams. And she's not Hololive material, which would also be the only upward move available. She has two different outfits planned for the upcoming year, and has a bunch of projects she's been reaching out to people for. She's also mentioned how apex is giving her new opportunities since she's in nijisanji and have been reaching out to her to get her to do stuff which was one of her goals from the very beginning.
On top of that her contract was already renewed around the same time Pomu's was and she has a birthday in October.

I could see her graduating in 2024 but September of this year would be idiotic since she'd have a birthday stream in October where she'd get a ton of money.

I think the reason why HoloEN works to an extent is because the talents really are their own support network. Yes it's not huge with only 15 members tops after nearly 3 years of existence, but the girls are well acquainted with each other by this point and they know their strengths and weaknesses, for better or ill. NijiEN I don't think really has that same kind of connection, because everyone just separates into their own little groups due to the rate that they just shotguns talents. And it also creates a feeling of internal competition if one group starts to do better than the other, or fear and anxiety that viewers and paying fans will group will the moment a new wave debuts, as Pomu seems to go through nearly every single time. If that one "ALL OUT WAR" discord leak is any indication too, it's clear that NijiEN also isn't the healthiest environment to work in, it just fosters negativity.

I guess there's also the problem that Nijisanji is now pressured by shareholders to constantly exceed Infinite Growth even when its impossible, so that also doesn't help. That and the fanbases are constantly at odds because even when the talents try to force unity, there are certain members that other fanbases just loathe. Even if I liked some of the talents there, it's just a flawed work environment built on shakey foundations and the problems are really starting to show at this point.
