Not a cope. The EN3 channels have been created in early to mid May and after that there was an announcement regarding Hololive looking for new members. The best assumption is that they finalized the upcoming gen in that timeframe and anyone applying after that is going to have to wait for EN4. You can disagree with the reasoning, sure, but I'm not basing my thoughts on my fantasies. In fact, my belief was always that HoloEN will stop to grow after 3 gens but evidently that's not the case.
