I'm willing to bet a lot of people who watched Myth's debuts didn't even know who Coco was, so her graduating really didn't affect Myth's debut that much. The thing is, you need to have something for Cover to pick you up. An artist, a singer, a good entertainer, etc but having a prior experience as a vtuber helps a lot, that's why they pick up tiny indies most of the times since they know they can stream.
And even then, Cover looks for certain personalities and talents while choosing people. Like they were looking for a guy with a deep voice and a high one to fit Shinri's and Flayon's artwork for example, also looking for a singer member like each gen does. What I am saying is: They don't make the models/backstory around you but you having to fit what they are looking for.

As for the second question, I think so but probably they arent looking for new members any time soon but it doesnt hurt to try over and over until you get something going. Regarding auditions: From what others have said, you will usually hear back from Cover within a month if they like your audition; some will hear back sooner than others but everybody went to the interview stage within a month.

I dunno what it's like if they aren't in need of any new talent right away, but at the very least that's a metric worth keeping in mind.
