There's probably inside rules against it. But one reason I can think of is that the fanbase of the other vtuber present will be made to pay for a membership of someone they don't have, just to see their oshi. Another reason is that members-only streams are considered "alone time" with the vtuber. It's usually a place where they're more open with fans and stuff, stuff having somebody else there can go against that.

Membership streams are about the interaction between the streamer and her fans. Collabshit goes completely against the point of that because it inevitably ends up being the two streamers talking to each other and ignoring chat. If you think your oshi needs somebody to carry her for her member's content, you need a better oshi.
